Abstract:
Oil spillage is one of the major causes of environmental pollution and degradation in Nigeria; theimpact of which is untold hardship on the residents as evident in substantial loss of means oflivelihood. An important step towards awarding equitable compensation for oil spill damage isproper definition of ‗heads of claim‘. This study assessed the oil spill victims‘ definition of headsof claim based on Total Economic Value concept in Abereke community of Ilaje LocalGovernment of Ondo State. Out of 368 questionnaires distributed, 247(64%) of the retrieved werefound adequate for data analysis. This study employed Relative Impact Index (RII) – an exampleof descriptive statistics in analyzing data elicited from potential claimants. The results indicate thatcompensation for loss of fish harvest, other aquatic life, source of drinking water and food/cropproduction ranked high among the direct use of land and environmental resources. Flood control,biodiversity maintenance and shoreline protection are least among the potential head of claimsamong the private claimants. The study recommended among others that there is need to redefineheads of claim considered in awarding compensation to oil spill victims to mitigate the effect ofoil spill on the claimants and promote peace in oil producing communities.

Abstract:
Nigeria as a nation is battling with conflicts invirtually all geopolitical zones of the country. A major conflictingregion is Niger Delta where oil and gas resource of the nationdomicile and this has become a major threat to the nationaldevelopment as well as the economic base of the nation. Theconflict in Niger Delta has many dimensions to it and has givenbirth to unrepentant militant whose aim is to truncate the nationif their demands were not met. Although attempts have beenmade by the government at various levels as well as the multinationaloil companies to address the problems emanating fromthe negative effect of oil and gas exploration, production andtransportation in the region, the desired peace is yet to be fullyrealized. As part of the solution to the conflict in Niger Delta, thispaper argued that adequate compensation to oil pollution victimis a right step in right direction. However, to arrive at suchcompensation value, there is need to review the legal framework,composition of heads of claim, as well as the procedural guide tothe conduct of compensation valuation among the NigerianEstate Surveyors and Valuers.

Abstract:
Man in quest to satisfy one of his most important needs - shelter, engages in real estate transactions at varying dimensions.Today, Social Media has been employed as a platform of search and interaction among home buyers, seller, renters, letters aswell as their agents. This paper investigates the embrace of social media for property transactions among Estate Surveyor andValuers in Lagos property market, Nigeria. Questionnaires were randomly administered on 194 real estate practitioners out ofwhich 137(70.6%) constituted valid response and was eventually used for the analysis. Findings indicate that the use ofsignboard and billboard, social media platforms and property bulletin rank high among promotion tools employed. Facebook,YouTube, and Twitter, are the most used social media among the surveyed professionals. The study recommends that both theNigerian Institution of Estate Surveyors and Valuers (NIESV) and Estate Surveyors Registration Board of Nigeria(ESVARBON) should review various practice code to accommodate the current realities in order to upgrade the real estatepractice in the country.

Abstract:
Location of commercial land uses are decisions of commercial property investors and occupiers of businesspremises. Critical to these decisions are economic criteria of agglomeration and viability; however, there was a gaptowards examining empirical convergence or otherwise of these two criteria in the process of location decisionmaking.With recourse to location factors, this research evaluated convergence of agglomeration and viabilitycriteria in decision-making for commercial land uses in Cantonment district of Lokoja in Nigeria. Structuredwithin the framework of survey designs, this research deployed questionnaire to elicit data from three categoriesof respondents comprising occupants of commercial properties, customers patronizing these business premises,and Estate Surveyors and Valuers. Results of multi-criteria evaluation revealed technological indicators as a crucialdeterminant of agglomeration, while external economies of scale ranked fi rst among specifi c variables infl uencingviability of commercial land uses. Furthermore, results from Wilcoxon signed rank test indicated a convergence inagglomeration and viability criteria in commercial land use decisions within the study area. Hence, sustainabilityof this convergence through combined actions of the household, fi rm, and the state is crucial towards actualizingeconomic benefi ts of commercial land uses.

Abstract:

Communities owe much of their vitality to the ease with which economic and social interactions take place. Ironically, while roads are central to this continuing interaction, the introduction of a new road, or the widening of an existing road, may well cause disruptions to local interactions. Increasing level of traffic congestion is an inescapable result of strong economic activities and life in urban areas and a challenge to the planning authority and government. This study evaluates the Arakale road expansion project in Akure with a view to assessing the impact on the workers in the informal sector in Akure. Methodology included participant observation, oral interview and administration of questionnaires through simple random sampling technique to traders along the Arakale road Akure. Findings revealed that the informal sector especially traders in building materials along Arakale road were adversely affected by the road expansion projects done by the Ondo State Government in 2010-2011 in terms of loss of customers, reduction in profit and unpalatable temporary structures for once booming business premises and poor compensation for displacement among others. Recommendations include provision of accessible and affordable shopping complexes for the traders and speedy completion of the road project to reduce the hindrance of customers in reaching the business area which affects the economy of the informal workers.

Abstract:

This paper examined the response of rents from residential properties to the siting of Global System for Mobile (GSM) Communications’ masts in various residential zones in Akure town. The study employed survey approach in order to understand the relationship that exists between location of GSM masts and rental values offered on proximate residential properties within a 300 metres radius of GSM masts. The town was divided into high, medium and Low density zone; and three GSM masts were selected from each of the zones for the study. In all, a total of 180 questionnaires were administered on residents within the radius and 139 (77.22%) were retrieved and good for analysis. Regression analysis was employed to determine the causal effect of GSM mast on the rental values of neighbouring residential properties in the study area. The findings revealed that the location of GSM mast has no significant effect on rental values of residential properties in the high and medium density residential zones of Akure. This is attributable to the fact that demand for residential properties in town is generally very high, and the residents are left without much choice due to attendant high rent charged on existing residential properties. However, there exists a positive effect on rental values of properties in the low density zone. There is need for the Nigerian Communications Commission (NCC) to follow the global trends on new findings about health implication of siting of GSM base stations around residential neighbourhood and ensure that international standard of safety is strictly adhered to by the operators in Nigeria.

Abstract:

Staying healthy is a function of many factors among which housing condition of man is prime. Both intrinsic and extrinsic attributes of housing can impact on human health. This paper examined the influence housing conditions have on the residents of core area of Akure a medium size city in South Western part of Nigeria. Multi stage sampling method was adopted to select 420 respondents out of which 408 respondents constituted valid response. Data collected were analysed descriptively using frequency tables and weighted mean average. Findings indicate that malaria fever is a major health challenge among the residents and the source of water for household use is mainly untreated well water. It was recommended among others that there should be a continuous public enlightenment among the people on the health implication of their living condition.

Abstract:
Conflict resolution is an expanding field of professional practice around the world andthe need to promote healthy landlord-tenant relationship is on the increase. Whilesome conflicts are inevitable many disputes relating to property management are quitepreventable especially where the property manager exhibits high level ofprofessionalism. The success attained in handling disputes determines the ease withwhich the objective of investment in landed properties would be achieved. This studyexamines the various conflict points in the management of rental properties withparticular focus on Lokoja residential property market in Kogi State, Nigeria. Primarydata on which its findings are based were sourced from property owners/landlords andtenants in the study area. Stratified random sampling was used in selecting respondenttenants from five neighborhoods and a total of 300 questionnaires were administeredon them out of which 235(78.3%) were returned and good for analysis. Structuredinterview was conducted on 23 purposively selected respondent landlords. The datawere analyzed using the descriptive statistics. Findings indicate that issues relating torent revision are the major source of dispute common among both landlord andtenants in the study area and that this has singularly discredited many propertymanagers in the public perspective. It was recommended among others that propertymanagers should employ good communication, adhere to the profession ethics andremain objective in decision making.

Abstract:
One of the greatest challenges facing developing countries is the provision of basicservices and infrastructures. The burden of funding the public goods until lately hasrested on governments at various levels. However, there is generally a paradigm shift inthis approach globally; multilateral donor agencies, community based organisations(CBOs), private-public partnerships (PPP), international organisations etc are nowbecoming attracted in their provisions. These organisations are very keen to knowwhether the target community possesses the aggregate willingness to pay (WTP) for theconstruction, operation and maintenance of the project and hence assess the facilities’sustainability. This study elicited information on willingness to pay for improvedinfrastructures from sampled households in Ibadan core areas via structuredquestionnaire. The study adapted econometric model to regression analysis inestablishing empirical grounds for pricing the provision of improved water supply, solidwaste disposal method and neighbourhood road network. It was found that though ContingentValuation method can fruitfully be used to support the design and implementation of newfacilities, caution needs to be exercised in assessing sustainability based on the economicability of residents of communities. Provision of certain infrastructures in Ibadan coreareas cannot currently be totally divorced from social services.
